The strikethrough “was” price is the most abused number in retail. A store can print any list price it likes; the “70% OFF” that follows is arithmetic on a fiction. So we keep receipts: for every item we track, we record the prices it actually sells for, day after day.
A case is filed here when the claimed list price is more than 10% above the highest price the item has actually reached in our recorded prices — the trailing window runs up to 90 days, and every case file prints the span it covers, so a young record is never dressed up as a long one. It is a generous threshold, bent in the retailer's favour, and these claims still clear it. The deal itself may be fine (a fair price under a fake list price is still a fair price, and the record says so); what is flagged is the claim. Cases stay on file after the offer ends.
